WHAT IS FISA?

Florida Independent Spirits Association is the state trade organization for independent alcohol retailers. FISA is a Not For Profit corporation in the State of Florida, created by a dedicated group of independent alcohol retailers in December of 2013 to combat legislation proposed by Walmart and Florida grocery chains to put liquor on the shelves of grocery stores and big box stores. The founding set of guidelines for FISA is advocacy for independent alcohol retailers in the State of Florida and representing their interests in policy and legislative issues in Tallahassee.

WHY CHOOSE FISA?

FISA provides a voice in Tallahassee to help prevent the passage of legislation, taxes, and rules that would be harmful to the industry. Our members operate one of the most highly regulated businesses in America. The success of Florida’s alcohol beverage retailers is dependent upon governmental rules and regulations. Unfavorable laws and unfair taxes can easily work to pour members out of business. FISA is a fighting force to maintain a profitable environment for Florida’s retailers.

Our team has over 35 years of experience working closely with the Department of Business & Professional Regulation and the Division of Alcohol Beverages and Tobacco. We take pride in being a successful liaison for Florida retailers whenever a crisis may occur with ABT. Whether it is rule making, licensing, inspections, fees, etc., we are available to be your voice in Tallahassee.

Florida’s current quota for alcohol beverage licenses is one license for each 7,500 county residents. We have been successful over the years of increasing the population figure from 2,500 to 500 and then to 7,500. This helps curtail the saturation of quota liquor licenses. We will continue to preserve and protect Florida’s quota license system

FISA has cultivated a unique skill set to develop and execute successful government relations strategies and exceed goals. We are well-versed and experienced in all aspects of the governmental, regulatory and appropriations process. Our strengths include reviewing legislation, drafting, filing and compiling legislation and regulatory filings, identifying and securing supportive alliances, and strategizing, maneuvering, and negotiating with lawmakers and other important allies in this industry. FISA will work persistently to ensure the retailers of Florida are well represented to the Florida Legislature.
